Unified Interpretation of Oil Record Book Part II for Terminal Hose Flush Water

The Marine Environment Protection Committee, at its 71st session, approved unified interpretation of MARPOL Annex I, Regulation 36.2.10, concerning terminal hose flush water.

Through MEPC.1/Circ.872, amendments have been adopted to MARPOL Annex I, Regulation 36.2.10 concerning Oil Record Book, Part II for the Cargo/ Ballast operations requiring flush water to be categorized as the disposal of residues.

What MARPOL Annex I Regulation 36.2.10 requires?

The regulation states:

“Every oil tanker of 150 gross tonnage and above shall be provided with an Oil Record Book Part II (Cargo/Ballast Operations). The Oil Record Book Part II, whether as a part of the ship’s official log-book or otherwise, shall be in the form specified in appendix III to this Annex.

The Oil Record Book Part II shall be completed on each occasion, on a tank-to-tank basis if appropriate, whenever any of the following cargo/ ballast operations take place in the ship:

  1. loading of oil cargo;
  2. internal transfer of oil cargo during voyage;
  3. unloading of oil cargo;
  4. ballasting of cargo tanks and dedicated clean ballast tanks;
  5. cleaning of cargo tanks including crude oil washing;
  6. discharge of ballast except from segregated ballast tanks;
  7. discharge of water from slop tanks;
  8. closing of all applicable valves or similar devices after slop tank discharge operations;
  9. closing of valves necessary for isolation of dedicated clean ballast tanks from cargo and stripping lines after slop tank discharge operations; and
  10. disposal of residues.”

Interpretation of Regulation 36.2.10 – Terminal hose flush water

When the master of an oil tanker agrees to accept terminal hose flush water from a Single Point Mooring (SPM) or a Conventional Buoy Mooring (CBM), that flush water should be categorized as the disposal of residues under regulation 36.2.10.

Appropriate entries should be made under Item J of Part II of the Oil Record Book.

Examples

Below cases are examples of how these entries should be made:

  • At the load port where the flush water is received by the tanker, use the suggested wording for remarks:
(J) 55 At the request of (terminal xxxx), terminal line flush water (seawater) has been loaded into the ship’s xxx tank
56 xxx m³ flush water
57.4 Transferred from terminal xxxx line/hoses. Total quantity in xxx tank ….. m3
  • At the discharge port where the flush water is disposed of by the tanker:
(J) 55 xxx tank
56 xxx m³, quantity retained in tank: xxx m3
57.1 a quantity of xxx m3 terminal line flush water received at the loading port terminal (xxx) was disposed/transferred to terminal xxx facility.
