Effective January 22, 2019 the China Maritime Safety Administration (China MSA) has enforced it’s ballast water regulation for all foreign-flagged vessels entering Chinese waters.

A CIC on International Safety Management (ISM) will be performed on board our fleet.  The CIC will start from 15 April till the end of June 2019.

The CIC theme has been selected following an internal analysis of 2018 PSC inspection results.  The CIC on this category has been selected by the technical committee due to the significant increase of recorded PSC deficiencies during 2018.  The aim of this CIC is to identify and reduce the number of deficiencies related to International Safety Management (ISM).

The CIC will be carried out by our Surveyors during schedule surveys, irrespective of scope.

Surveyors will use a list with selected questions as attached to this Circular to verify compliance of the vessels with international rules and regulations.  The list of questions has been selected based on the 2018 recorded deficiencies.

Any identified deficiency will be recorded in the survey status report of the vessel for the proper follow up and a corrective action plan.  You can review deficiencies through our ERETES platform.  We may request an additional occasional attendance for the verification of proper corrective action(s).

Ship Owners/ Managers/ Operators are encouraged to submit the CIC checklist to ensure compliance and avoid possible deficiencies both by PSC and Dromon Surveyors.  In case any deficiency is identified, please inform our Marine Division.

Attending Surveyors should, during forthcoming surveys/ audits, irrespective of scope, assure that the CIC checklist has been completed to verify compliance of the vessels.  In case deficiencies have been recorded an official Notice of Recommendation shall be issued to the vessel and a copy shall be submitted to the Marine Division.
