Long-Range Identification and Tracking of Sao Tome and Principe Ships (LRIT).

Notice to: Ship Owners/ Managers/ Operators/ Surveyors/ Auditors

This circular is issued to inform that Sao Tome and Principe International Ship Registry has issued a Marine Circular MC-STP/01/2023, containing information and instructions to assist Sao Tome and Principe flagged ships to comply with SOLAS V/19-1 Long Range Identification and Tracking (LRIT) requirements.

All Sao Tome and Principe-flagged ships subject to SOLAS V/19-1 must :

  • Be registered for testing with the recognized and/or authorized Application Service Provided as soon as possible;
  • Hold a conformance Test Report Certificate (CTR) for LRIT conformance; and
  • Meet transmission requirements.

Sao Tome and Principe International Ship Registry has appointed Pole Star Applications Limited (PoleStar) as the recognized Testing Application Service Provided (ASP) to undertake shipborne equipment testing and the issuance of a Conformance Test Report Certificate (CTR)

Once a registration is completed an activation code and other supplemental commands will be downloaded automatically to the terminal. This will activate the transmissions required for the test. A period of testing will then be carried out remotely by PoleStar, after which a CTR certificate will be issued.

Inmarsat C, ISatM2M, and Iridium are the only networks used for transmission of LRIT data by Sao Tome and Principe.

Owners of Sao Tome and Principe flagged ships subject to SOLAS V/19-1 will need to register their nominated Inmarsat C or Iridium terminal for testing with PoleStar.

Owners of Sao Tome and Principe flagged ships with terminals that do not support LRIT will need to either upgrade one of their onboard terminals or install a ‘stand-alone’ LRIT terminal.
