Seafarer’s Identification and Record Book – Comoros flagged ships

This Circular is issued to advise that the Union Des Comores Administration Maritime has issued Circular 23/3501.COM concerning the issuance of Seafarer’s Identification and Record Books.

The Administration will require, from 01 January 2024, all seafarers serving onboard a Comoros-flagged ship to hold a Seafarer’s Identification and Record Book (SIRB) issued by the National Agency of Maritime Affairs of the Union of
Comoros (ANAM).

Seafarers who intend to serve onboard any Comoros-flagged ship should apply for a SIRB by 31 December 2023.

Seafarers serving onboard a Comoros-flagged ship before 31 December 2023 should apply for a SIRB by 29 February 2024.

Details of the procedure for applying for a SIRB, including the necessary documents to be submitted, are given in the circular.

Ship Owners/ Managers/ Operators should ensure all Seafarers that the circular applies to, make the necessary application, and obtain the SIRB in a timely manner.

Surveyors / Auditors are required to confirm the SIRB of each seafarer during MLC inspections.
