Panama – Compliance with Mandatory Ship Reporting System

Notice to: Ship Owners / Managers/ Operators / Surveyors/ Auditors

This Circular is issued to advise that the Panama Maritime Authority has issued a Merchant Marine Circular MMC-113 which requires all Panama Flagged Ships to comply with all applicable mandatory IMO adopted ship reporting systems.

The Circular notes that Masters should report to the shore-based authority without delay when entering and if required, when leaving the reporting area. Relevant entries are to be noted with the words “Mandatory system under SOLAS Regulation V/11.

The Circular also advises that any Panama-flagged ships reported to the Administration and found in violation of any mandatory reporting scheme will be subject to legal sanctions.

Ship Owners/ Managers/ Operators should ensure that Master’s and Navigation Officers adhere to this requirement and that proper entries are made in the appropriate logbook, of all such communications.

Surveyors and Auditors when attending onboard should check that all such required communications have been properly logged.
