Dromon Bureau of Shipping (DBS) would like to remind Ship Owners / Managers / Operators on important Regulations entering into force on January 01, 2021.

Necessary actions should be taken to safeguard your vessels to comply with the Regulations and avoid any possible Port State Control detention.

Regulation (EU) 1257/2013 on ship recycling

The European Union (EU) having in mind the Hong Kong Convention’s requirements and in order to boost its ratification from the Member States, has adopted the Regulation (EU) 1257/2013 on ship recycling.  The EU SRR is closely following the HKC’s structure, concepts and definitions. However, the Regulation also sets out a number of additional requirements that go beyond those set in the HKC.

Ship owners / Managers / Operators of vessels flying a non-EU flag, should be urged to ensure compliance with the EU SRR by having on board their vessels a Statement of Compliance and an IHM when calling EU Ports, after 31 December 2020.

Maritime Cyber Risk Management

The Facilitation Committee and the Maritime Safety Committee, having considered the need to raise awareness on cyber risk threats and vulnerabilities, approved the Guidelines on maritime cyber risk management, as per MSC-FAL.1/Circ.3. The recommended Guidelines provide high-level recommendations for maritime cyber risk management.

Ship Owners/ Managers/ Operators must ensure that no later than the first annual verification of the company’s Document of Compliance after 01 January 2021, the cyber risk management should be incorporated into the Safety Management System.
