UK Scheme for Monitoring, Reporting and Verification (MRV) of Carbon Dioxide (CO2) Emissions of Ships

The Department for Transport of the UK Government has decided to postpone the requirement for ship operators to report emissions until the digital solution (online platform for submitting and verifying data) is fully operational. Although the platform is expected to be operational in 2025, the legal requirement for ship operators to monitor vessel emissions remains obligatory.

The EU Regulation on Monitoring, Reporting and Verification (MRV) of Carbon Dioxide (CO2) Emissions from Maritime Transport has been mirrored in UK legislation by SI 2018/1388, as the UK MRV Regulations 2018. Additionally, the UK has issued MIN 669 (M+F) on Reporting Emissions Data into the UK MRV Regime providing guidance on reporting requirements and MGN 662 providing templates for the UK MRV regime.

Application of UK MRV Scheme

Effective date 1st January 2022, UK MRV regime applies to all ships 5000 GT and over, transporting cargo and/or passengers for commercial purposes voyaging to and from UK ports, between UK ports or within UK ports (including while at berth). The type of ships within scope of the UK MRV regime and type of emissions data for collection are to remain the same as with those within the scope of the EU MRV regime.

Voyages and Port Stays subject to the UK MRV regime are voyages between UK ports, voyages between UK and non-EEA ports (including from/to UK overseas territories or Crown Dependencies) and UK port stays related to the foresaid voyages. In order to avoid duplication, data for voyages between UK and EEA ports and vice versa, should continue to be submitted to the European Commission under and according to the EU MRV regime and not the UK MRV regime.

Reporting and Certification Requirements

Dromon Bureau of Shipping, to cover the requirements as specified by the UK MRV regime offers the service of Assessment of UK MRV Monitoring Plan in order to issue a Letter of Confirmation and also the service of the verification of the Emissions Report for the year 2022, regardless of the fact that submission of the verified Emission Report being done upon completion of the platform.

It is highly advised that by 30th of June 2023 and each following year, Ship Owners/ Managers/ Operators must ensure that the Letter of Confirmation – Verification of Emissions Report for UK MRV Compliance is available on board. This must be in addition to the EU MRV relevant documentation, confirming that a validated emissions report for voyages between UK ports and between UK ports and non-EEA and vice versa was submitted for the previous reporting period.

DBS as a UK MRV Verifier

DBS is accredited by ESYD (Hellenic Accreditation System), a European National Accreditation Body, and therefore as confirmed by the UK Department for Transport, our Organization is accepted as a verifier for GHG Emissions under the UK MRV Regime until 31st of December, 2023. DBS is also in the process of being accredited as a UK MRV Verifier by the UK Accreditation Service (UKAS).

Ship Owners/ Managers/ Operators should take into consideration all the above and from 30 June of each year thereafter must ensure that ships that were subject to UK MRV Regime in the previous reporting period, carry a valid Letter of Confirmation for successful assessment of the UK MRV Monitoring Plan and a Letter of Confirmation for the Verification of Emissions Report for UK MRV Compliance, which will be valid for 18 months after the end of the reporting period. A Confirmation of Compliance in line with the EU MRV Regulation will be recognized and accepted for voyages between UK and EEA ports.
