Alert on Detainable Deficiencies

Notice to: Ship Owners / Managers/ Operators / Surveyors / Auditors

Following a recent Port State Control (PSC) inspection, several deficiencies have been recorded that resulted in the detention of the vessel. Dromon wishes to draw attention to the detainable deficiencies to avoid recurrence.

The detainable deficiencies:

  • Fire Detection and Alarm System
    During the PSC Inspection, the fire detection and alarm system test was found inoperative.SOLAS Chapter II-2-Reg.14.2.2.1 requires maintenance, testing, and inspections to be carried out based on the guidelines developed by the Organization and in a manner having due regard to ensuring the reliability of fire-fighting systems and appliances.Revised guidelines for the maintenance and inspection of fire protection systems and appliances can be found in MSC/Circ.1432, as amended by MSC.1/Circ.1516., and Dromon Technical Publication “Onboard Maintenance and Drills
  • Rescue Boats
    The rescue boat equipment was not ready for an emergency, as it was stored in the tally room.LSA Chapter V: Rescue Boat, Section 5.1.2.1 requires all items of rescue boat equipment, except for boat-hooks which shall be kept free for fending off purposes, to be secured within the rescue boat.
  • Watertight Doors
    The bottom part of the maindeck weathertight doors were found decayed and without rubber seals.ICLL 1988 Annex 1 Regulation 12 requires weathertight doors to be fitted with gaskets.
  • Voyage Plan
    There was no voyage plan prepared for the previous voyage.SOLAS Chapter V: Safety of Navigation Regulation 34 requires that before proceeding to sea, the Master shall ensure that the intended voyage has been planned using the appropriate nautical charts and nautical publications for the area concerned.
  • Nautical Publications
    None of the nautical publications had been updated for over 5 months.SOLAS Chapter V: Safety of Navigation Regulation 27 requires nautical charts and nautical publications, such as sailing directions, lists of lights, notices to mariners, tide tables, and all other nautical publications necessary for the intended voyage, to be adequate and up to date.

Ship Owners/ Managers/ Operators / Surveyors/ Auditors/ should take into consideration all the above and ensure compliance with all Conventions and MSC Circulars.
