EU releases FAQ for EU MRV Regulation

These Frequently Asked Questions (FAQ) aim to assist MRV (monitoring, reporting and verification) companies, verifiers and other stakeholders to implement the European Union  (EU) MRV shipping legislation.

The FAQ has been released by the EU and can be accessed through the website here.

The FAQ answers specific questions such as:

• which ships fall under the regulation
• clarifies which voyages and ports of call fall under the regulation
• the geographical scope
• obligations of companies under the regulation
• assessment process and requirements of the monitoring plans
• exemption requirements from the on “per voyage” monitoring
• the accreditation of verifiers

FAQ was prepared by DG CLIMA and does not commit the European Commission. Only the Court of Justice of the European Union is competent to authoritatively interpret the Union law.

About the EU MRV Regulation

The European Parliament and the Council of the European Union have adopted on 1 July 2015 Regulation (EU) 2015/757 on the monitoring, reporting and verification of carbon dioxide emissions from maritime transport, and amending Directive 2009/16/EC (known as the EU-MRV Regulation).  It requires per-voyage monitoring of CO2 emissions, as well as other parameters, including quantities of cargo carried and distance traveled.  In addition, the EU-MRV Regulation requires the annual disclosure of aggregated data on a ship basis.

Dromon Bureau of Shipping (DBS) has been accredited by the United Kingdom Accreditation Service (UKAS) to provide worldwide services for the assessment of monitoring plans and verification of the emissions report as required by EU MRV Regulation.  DBS has been accredited against the ISO 14065 standard to provide worldwide services related to EU MRV Regulation as outlined herewith below:

• Assessment of monitoring plans;
• Verification of emissions reports;
• Issuance of Document of Compliance.

It is important to note that the first deadline of the regulation is fast approaching.  Companies must submit to an accredit verifier by 31^st August 2017 their monitoring plan for assessment.  The monitoring plan shall consist of a complete and transparent documentation of the monitoring method for the ship concerned and be prepared based on templates developed by the European Union (EU) set out in Annex I of the Commission’s Delegated Regulation 2016/1927.
