Panama Concentrated Inspection Campaign (CIC) on STCW

The Panama Maritime Authority has launched a Concentrated Inspection Campaign (CIC) on STCW.

The Panama Maritime Authority (PMA) has issued Note No. 103-01-000117-DGMM-NSM to communicate the launch of a Concentrated Inspection Campaign (CIC) on STCW, which shall be held for three (3) months.

The PMA has determined the inclusion of an additional checklist for the Annual Safety Inspection, prior to the implementation of the CIC, commencing from September 01st until November 31st, 2022, as foreseen on the due Memorandums of Understanding.

Flag Inspectors attending Panama flagged vessels shall perform this additional survey based on the mentioned questionnaire, during the Annual Safety Inspection (ASI) from March 01st to August 31st, 2022. The checklist shall be incorporated in the same way as the Preliminary Report, meaning that the inspector must attach it to the inspection.

The purpose of this CIC is to:

  • have a better understanding on the training and certification situation of crew members in each party to the Convention and on board ships of various flag States;
  • to check the arrangements made by the shipping company for the performance of new duties by the crew members; and
  • the implementation of relevant requirements on watchkeeping and rest on board.

 

PMA highlights that this questionnaire is a complement to the safety inspection and should not affect the development of the Annual Safety Inspection (ASI). However, if any observation related to the STCW is found at the time of inspection, flag inspectors must take note and immediately notify the vessel’s Captain and the Flag Inspection Section of the Navigation and Maritime and Safety Department, about the appropriate corrective measures and preventive action plan taken by the vessel’s company to avoid future recurrences.

Shipowners / Managers / Operators of Panama flying vessels are encouraged to take into consideration the checklist on STCW, applicable from March 01st and ensure compliance with Panama requirements and the CIC for Port State Control inspection within the Paris and Tokyo MoU, coming into force on September 01st, 2022.
